Are sites scaring away visitors intentionally?

Websites in the industry are often written in such a way as to scare off a casual visitor: a lot of abstract formulations, complex terms, a minimum of specifics and examples. To what extent is this an audience filter, and to what extent is it an industry standard aimed at professionals who are already familiar with the technology and logic of the platform, and who only need specific information without unnecessary explanations?
